I thought she would appreciate being a bit more covered up during a fight! But I also called back to the original skimpy outfit in a few ways, just for fun.

Despite this piece of art and this outfit being pretty good along with the quality of the drawing itself, this is completely out of Mileena's character. Now, I will admit, the outfits in MK9 and in other earlier games before were a little much, I agree. Especially for Sonya.
But that doesn't really apply to Mileena. The reason why she wears as little clothing as possible and why it suits her character so well is to compensate and draw people's eyes away from her face. Which she is incredibly self-conscious about and would rather be seen as a beautiful goddess rather then a monster. Even though the outfit itself and the redesign is really good, it just doesn't fit her character.
